JOB TITLE: ICF/IID ADMINISTRATOR

REPORTS TO: DIRECTOR OF ADMINISTRATIVE SERVICES

FLSA STATUS: SALARIED/EXEMPT

ESSENTIAL JOB FUNCTIONS:

Supervision – Selection, orientation, training, monitoring, evaluating and termination of Residential Support Leaders, Qualified Developmental Disabilities Professional’s (QDDP), Direct Support Professionals (DSP) and Certified Medication Aids (CMA). Directs activities, schedules, and prioritizes work in support of clerical and administrative needs of the program. Identifies administrative needs and develops appropriate solutions or recommendations. Serves on management team with director to ensure programs run smoothly and work is completed in a timely manner. Acts as a resource and mentor for QDDP’s, Residential Support Leaders and other staff. Conducts meetings to disseminate pertinent information. Facilitates communication and sharing of information throughout community, as appropriate. Coordinates activities of various units in order to provide designated functions or services with minimum delay and optimum efficiency and accuracy. Reviews official directives and correspondence to ascertain such data as changes prescribed in Home of Hope programs, policies, and procedures, and new assignments or responsibilities delegated to those supervised. Reviews and approves new hire selection, promotion, and other employment actions.

Employee Relations – Member of management team, assists in investigation and resolution of employee relations issues/grievances and coordinates processes of responding to complaints. Serves as a designated EEO advisor, performing needs assessment, counseling, and resolving employee complaints/conflicts. Interprets and provides guidance on applicable state, federal and HOH policies and regulations and other guidelines. Responds to inquiries on behalf of director related to services provided. Directs technical assistance. Provides guidance and direction on industry related topics to employees and managers. Provide interpretation of applicable policy and regulation and determine when a proposed action varies from established policy, procedure, or precedent.

Fiscal Management - Develops and prepares annual operating budget for assigned programs, assuring compliance with Title XIX standards. Completes management reports; reviews and analyzes budget reports; develops budget projections; and recommends/submits requests for budget modifications. Conducts cost/benefit analyses and evaluates programs, staffing, and equipment utilization as well as client budgets. Initiates cost reduction programs. Monitors budget to ensure that spending is maintained within parameters of operating budget. Prepares reports on office activities required by federal, state, or funding agencies.


Records Management/General Administration - Ensure appropriate records management for homes. Formulates procedures for systematic retention, protection, retrieval, transfer, and disposal of client records. Reviews/modifies overall records management procedures. Establishes uniform correspondence procedures and office policies in support of business activities of the department. Prepares, reviews, and edits internal and external correspondence to ensure it reflects image, tone, mission, and professional standards of Home of Hope before it is sent out. Designs new staff information, program forms, and publications as needed.

Technical Advisor- Assists and advises director and Chief Executive Officer in Legislative issues at the local, state and national level. Assists director and CEO in developing strategies and responses to federal and state mandates. Prepares and delivers status reports for the client services and program committee of the Home of Hope, Inc. Board of Directors. Maintain working relationship with the client services and programs committee as well as providing regular and unscheduled updates reverent to the residential programs as needed or directed. Attends and participates in professional associations as directed by the director, CEO or governing body.

Compliance Officer- Ensure each client’s IP is implemented, monitored and maintained throughout calendar year. Ensure safety and protection of each client receiving ICF/IID services. Coordinate reviews and serve as liaison to other departments as necessary. Supervise and maintain HIPAA compliance.

Placement Officer- Assists clients, guardians and family members in selecting the appropriate placement in vocational and residential programs. Review frequently and meet with assigned QDDP to ensure that progress is made toward the fulfillment of individual goals and objectives.

REQUIRED QUALIFICATIONS AND SKILLS:

Must possess a current Oklahoma Nursing Home/Long Term Care Administrator’s License. Must have a Bachelor Degree in Business Administration or Human Services field and three years experience in providing services to people with developmental disabilities. Experience may be substituted for education on a year for year basis. Computer literate. Demonstrated familiarity with state and federal programs relating to care and treatment of people with developmental disabilities preferred. Demonstrated supervisory experience. Budget administration.
